When Detective Chief Inspector Erika Foster finds high-ranking politician Neville Lomas naked, bound and dead in his own bed, the leadership of the Metropolitan Police quickly decide that there is no need to investigate his death. The case is shelved, but only until the dead and promising football star are found. In addition, Erika and her team connect the death of a well-known director to these murders. The police can no longer ignore the obvious: there is a serial killer on the loose in London who wants to settle his score.

However, the results of the investigation are a bit confusing. Five suspicious women appear on industrial camera footage... and they all look unrecognizably alike. While searching for their identities, Erika comes across several references to a sex worker who has dirt on so many influential men that it unnerves even the most powerful politicians and the leadership of the Metropolitan Police.
