Against the background of the troubled fates of the central characters - the French emigrant Charles Darnay, Dr. Manette, his daughter Lucia, or the official Jarvis Lorry - the author presents an extremely impressive and emotional picture of the dramatic revolutionary times, when arbitrariness, violence, raging mobs and, later, terror became the norm. The titular two cities in which the story takes place are Paris and London, with the English classic portraying Paris as a center of inhumanity and twisted rampage, while London, despite its dark sides, remains for him a city of sanity and the lingering hope of a normal life.
